Two Additional HCV Guidebook Chapters Published

The Housing Choice Voucher (HCV) guidebook continues to be updated by HUD. Most recently, chapters on Utility Allowances and Special Housing Types have been added. Currently available chapters include the following:

The National Association of Housing and Redevelopment Officials is excited that HUD is continuing to update its HCV guidebook. We enthusiastically await future chapters and the regular and timely updating of the guidebook.

HUD PIH Posts May 15th Conference Call with PHAs

Earlier today, HUD’s Office of Public and Indian Housing (PIH) sent an email announcing that it was posting a recording of its conference call with PHAs on May 15th. The call was titled “Navigating PIC and REAC PHAS Reporting and Operational Planning Strategies during the COVID-19 Pandemic.”

Chris Campbell Joins NAHRO for the Summer!

Greetings! My name is Chris Campbell, and I’m a Master of Public Policy (MPP) student at the University of Michigan. I’ll be interning remotely with NAHRO’s Policy and Program Development team this summer.  

Before starting graduate school, I worked for the Los Angeles City Council’s Office of the Chief Legislative Analyst, where I staffed the Planning and Land Use Management Committee.  My work with the Committee introduced me to the basic aspects of the nation’s affordable housing shortage, as well as the debate over which strategies can best help families meet their housing costs.  

Everyone needs a place to live – as a lifelong resident of Southern California, I understand the stress high housing costs can place on a family. This isn’t just a West Coast problem, however. Cities and rural areas across the country need more affordable, high-quality homes to promote the health and well-being of their residents, a fact laid bare by the COVID-19 pandemic. The urgency of our nation’s affordable housing shortage will only grow in its aftermath. I look forward to working with NAHRO’s member agencies and HUD this summer to gain more insight into how federal, state and local government can work together to help renters and owners keep a roof over their heads, especially in these unprecedented times.

HUD Publishes PIH COVID-19 Waivers

Earlier today, HUD Public and Indian Housing (PIH) published a list of statutory and regulatory waivers to assist PHAs in dealing with the COVID-19 event. The notice is titled “COVID-19 Statutory and Regulatory Waivers for the Public Housing, Housing Choice Voucher, Indian Housing Block Grant and Indian Community Development Block Grant programs, Suspension of Public Housing Assessment System and Section Eight Management Assessment Program” (Notice PIH 2020-05).

The staff at NAHRO are in the process of reading through the notice and will post additional information in the near future.

HUD SNAPS to Hold “Office Hours” Webinar on 4/10/2020 from 2:30 pm to 4 pm ET

The U.S. Department of Housing and Urban Development’s Office of Special Needs Assistance Programs will host another virtual office hours tomorrow (4/10/2020) to discuss COVID-19 planning and response from 2:30 pm to 4:00 pm ET for homeless assistance providers and their partners. Presenters from the following agencies will be in attendance:

  • Centers for Disease Control and Prevention (CDC);
  • U.S. Department of Housing and Urban Development (HUD);
  • U.S. Department of Veterans Affairs (VA);
  • National Healthcare for the Homeless Council (HCH); and
  • U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA).

HUD PIH to Host COVID-19 Webinar on 4/3/2020 at 3:30 pm ET

HUD’s Office of Public and Indian Housing (PIH) is hosting a conference call at 3:30 pm ET on Friday, April 3rd for its stakeholders. The goal of the call is for HUD staff to discuss how PHAs can best serve their residents. In attendance will be Assistant Secretary Kurtz, PIH Deputy Assistant Secretaries, and representatives from NAHRO, CLPHA, and PHADA. The call will be limited to 3,000 participants.

HUD to hold Landlord Participation Webinar titled “Education and Outreach Strategies for Landlord Participation” on 4/22/2020 at 1 pm ET

Earlier today, the Department sent an email indicating that they would hold the second webinar in their Landlord Participation webinar series titled “Education and Outreach Strategies for Landlord Participation.” The webinar is scheduled for April 22 at 1 pm to 2:30 pm ET.

The webinar will touch on he first published chapter of the HCV [Housing Choice Voucher] Landlord Strategy Guidebook and will feature PHAs that are implementing some of those strategies.

HUD PIH Posts Updated FAQ for PHAs
