NAHRO’s New Housing Proposals Focus on the Future

The nation’s public housing agencies and community development agencies have been housing our nation’s families and creating vibrant, stable communities for decades. And they’re continuing to do this vital work of providing shelter, creating opportunity, and addressing inequities during a pandemic that’s straining both local and national resources.

But even as we continue to cope with the fallout of COVID-19, we must also work on solutions for both current and future housing needs. We need new housing construction, more resources for existing housing programs, and flexibilities that prioritize progress over paperwork. NAHRO’s What Happens Next: Housing Beyond the Pandemic provides funding and policy proposals that will:

  • Increase housing supply and improve affordability
  • Preserve existing affordable housing
  • Stabilize families, and
  • Prioritize progress over paperwork.

HUD Creates Online Guidance Portal

Tomorrow, HUD will publish a notice in the Federal Register announcing the creation of a HUD guidance portal. In the process of complying with a presidential executive order, the Department conducted a review of all of its guidance and ensured that those documents that remain in effect were linked to a single website that could be searched. The single searchable database containing all of HUD’s guidance can be found at: http://www.hud.gov/guidance.

The National Association of Housing and Redevelopment Officials applauds HUD for creating this searchable index and looks forward to further refinements.

HUD Continues to Update HCV Guidebook

Earlier this month, HUD continued its process of updating the Housing Choice Voucher guidebook by posting new chapters. The new chapters are on Eligibility Determination and Denial of Assistance, Calculating Rent & Housing Assistance Payments (HAP), and Reexaminations. Currently available chapters include the following:

The National Association of Housing and Redevelopment Officials is excited that HUD has begun to update their HCV guidebook in response to our encouragement. We enthusiastically await future chapters and the regular and timely updating of the guidebook.

FY 2018 FSS Funding NOFA Released

On October 31, 2018, HUD released the Fiscal Year (FY) 2018 Family Self-Sufficiency (FSS) Notice of Funding Availability (NOFA). Congress appropriated $75 million for the FY 2018 FSS program. This NOFA is specifically provides renewal funding for FSS programs that were funding under FY 2015, FY 2016, and/or FY 2017 FSS grants. The application deadline is November 30, 2018.

The FSS provisions (Section 306) of  The Economic Growth, Regulatory Relief, and Consumer Protection Act (S. 2155 that became Public Law No: 115-174) are not in effect for this NOFA as HUD must issue the implementing regulations within 365 of the bill passage (May 24, 2018) and the implementing regulations have not, at the time of this blog post, been issued.
