2017 Grade-Level Reading Week in Denver, CO
As part of NAHRO’s partnership with the Campaign for Grade-Level Reading (GLR), we encourage NAHRO members to learn about and engage with GLR on opportunities to improve the educational outcomes of the children living in your affordable housing programs. Below is information on the 2017 Grade-Level Reading Week being held in Denver, Colo. This is an excellent chance to interact with local communities and leaders on educational opportunities.
The Campaign for Grade-Level Reading is coming home to Denver in June 2017. In many respects, Denver, Colo., is the birthplace of the GLR Campaign. In June 2012, 14 communities were recognized with the coveted title of All-America City for their focus on grade-level reading. And 124 communities signed on as Charter Members of the GLR Community Network.
Since then, The GLR Network has grown to include over 300 communities in 42 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands. These local campaigns are supported by 2,300 local organizations and 250+ state and local funders, including 130 United Ways.
From June 13-14, local, state, and national funders that support early literacy will gather for the 2017 Funder Huddle. Attendees will have an opportunity to meet other funders in the grade-level reading community, share challenges and successes, learn from and with each other, and collectively drive toward bigger, stronger and better results.
From June 14-16, hundreds of civic and community leaders, public officials and educators from across the country will come together for the 2017 All-America City Awards, America’s oldest and most prestigious community recognition. Each year, the All-America City Awards are given to communities that exemplify outstanding civic accomplishments. This year, the National Civic League and the Campaign for Grade-Level Reading will recognize communities that have made measurable progress for low-income children on the key drivers of early reading success. HUD Publishes PIH Notice on Limiting Payments to Influence Federal Transactions, Anti-Lobbying, and Disclosure Requirements
On March 3, HUD published PIH-2017-04 (HA) titled “Limitations on Payments to Influence Federal Transactions for PIH Programs and PHA Anti-Lobbying Certification and Disclosure Requirements.” According to this notice, PHAs are required to submit the following, if they have received over $100,000 in federally appropriated funds:
- Certification of Payments to Influence Federal Transactions (Form HUD-50071) – for PHAs to certify that they have not and will not make prohibited payments from federally appropriated funds; and
- Disclosure of Lobbying Activities (SF-LLL) – for PHAs that have used non-federally appropriated funds for influencing or attempting to influence executive or legislative branch personnel in connection with new funding, renewal funding, changing policy, or changing legislation.
PHAs are prohibited from using federally appropriated funds for lobbying activities. PHAs’ contributions to trade associations are not lobbying activities under this notice, nor do the certification and disclosure requirements in this notice apply to PHA contributions to trade associations. The requirements of this notice apply to all PHAs, including MTW agencies.
The notice also outlines record retention and other responsibilities of both PHAs and HUD Field Offices.

Senate Confirms Dr. Ben Carson as HUD Secretary
Earlier today, the United States Senate confirmed Dr. Ben Carson as the 17th Secretary of the United States Department of Housing and Urban Development. He was confirmed on a vote of 58 to 41. NAHRO has invited Secretary Carson to speak at the 2017 NAHRO Washington Conference. NAHRO has also invited the Secretary to listen to the concerns of PHAs and RDAs as part of the countrywide listening tour he mentioned during his confirmation hearing. We look forward to working with him.

NAHRO’s Call for Session Proposals for the 2017 Summer Conference is now open.
Share your experience as a housing and community development professional by submitting a session proposal for consideration as a presentation at the 2017 NAHRO Summer Conference in Indianapolis, IN. We are looking for sessions on current and emerging issues, best practices, and strategies to handle challenges facing the industry.
Session proposals should fall under one of the following identified topic tracks – Public Housing, Section 8/HCV, H/CD Finance, Community Development, Commissioners, Organizational Management and International.
Deadline to submit: March 15 and proposals must be submitted thru NAHRO’s on-line submission tool.
Submissions should be complete with a clear and concise session title, description, three learning objectives and identified panelists.
NAHRO Releases Regulatory and Legislative Year in Review – 2016
In 2016, the Department of Housing and Urban Development (HUD) was very busy setting forth new rules and regulations and providing updated notices and guidances on many of the HUD administered affordable housing programs. The year has also been marked by many legislative victories and a few challenges.
NAHRO has drafted and compiled this Regulatory and Legislative Year in Review – 2016 to provide a primer of the topics on the forefront of the affordable housing industry. It can also provide you, your public housing agencies (PHAs) and local redevelopment agencies (LRAs) and your stakeholders with current information on many of the programs used and administered by HUD and the affordable housing community.

NAHRO Policy and Congressional teams are also conducting two e-Briefings through NAHRO Professional Development. The first is This Just in from Washington on January 31, 2017, where NAHRO’s Congressional team will give you an update on FY2017 appropriations, preview FY2018, outline potential legislative action on HCD programs, and discuss ways in which you can be the most effective advocate in this rapidly changing political climate. The second is part of the Housing Rules! HUD Publishes MTW Expansion Application
HUD has posted pre-publication versions of the Moving To Work (MTW) Expansion Application and the MTW Expansion Operations Document. There will be multiple cohorts to the expansion with each cohort testing a different policy to be researched. The first cohort will test the overall impact of MTW flexibility. The cohorts will test the following (in no particular order, except for the first, which will test the overall impact of MTW flexibility):
- Overall Impact of MTW Flexibility – the overall effects of the MTW “bundle” will be tested.
- Rent Reform – PHAs will test different rent reform models, including “flat rents, tiered rents, and stepped-up rents.” PHAs “may also evaluate the interaction of these rent reform models with or without work requirements or time limits.”
- Work Requirements – this will be a work requirements only cohort (i.e., additional rent reforms or time limits will not be evaluated). PHAs will provide supportive services.
- Landlord Incentives – this cohort will investigate various landlord incentives (e.g., participation payments, vacancy payments, alternate inspection schedules and other methods).
The first cohort will include 30 PHAs with “1,000 or fewer aggregate public housing and HCV units.” To select applicants HUD will make sure each applicant meets eligibility requirements and certain geographic diversity requirements. Each potential cohort participant will then be selected via a lottery. These PHAs will then be randomly assigned to a treatment group (receiving MTW designation) or a control group (not receiving MTW designation). HUD will research the cost effectiveness, ability to create self-sufficiency, and ability to provide housing choice for this first cohort.
The application due date will be revealed, when the notice is formally posted in the Federal Register. NAHRO will continue to have more detailed coverage on both of these documents and the perspectives of the new administration in the coming days and weeks.

Book-Rich Environment Initiative Launched
On January 5th; HUD, Dept. of Education, and President Obama’s My Brother’s Keeper Task Force along with the Campaign for Grade-Level Reading (GLR), the National Book Foundation (NBF) and the Urban Libraries Council (ULC) launched the Book-Rich Environment Initiative at Washington, D.C.’s Southwest Public Library. HUD Secretary Julian Castro, Dept. of Education Secretary John King, and My Brother’s Keeper Task Force Chair Broderick Johnson along with Adrianne Todman, Executive Director of the District of Columbia Housing Authority spoke about the importance of education as the key to opening the door to future opportunities.
The Book-Rich Environment Initiative has three major components – Book Distribution, Partnership Building, and Library Engagement. Book Distribution will launch in Spring 2017 with local events that will introduce children and families to their local library, summer learning and literacy, and preparing to go back to school and success in the next grade level. Partnership building will focus on creating strong local partnerships between HUD-assisted housing providers; such as PHAs; with their local library, local and national non-profits and foundation, and the children and family served by these organizations. Library engagement between PHAs, the children and families living in HUD-assisted properties, and the local library is essential to keeping children engaged in reading. Engagement strategies include mobile libraries in public housing buildings, summer learning opportunities and registering children and families for library cards.
NAHRO attended the Book-Rich Environment Initiative launch and continues to partner with the Campaign for Grade-Level Reading and HUD on promoting and improving the education outcomes of children living in HUD-assisted properties.
